UNOFFICIAL MINUTES Clearwater River Watershed District Board of Managers Meeting June 13, 2012-7:00 P.M. Annandale Middle School, Annandale, MN



Chair Schiefelbein called the regular meeting to order at 7:00 pm. Managers Dave Wagner, Mark Kampa, Ben Drewes, Jerry Risberg, and Bob Schiefelbein were present. Others in attendance were Wright County Commissioner Rose Thelen, Meeker County Commissioner Wally Strand, Joe Jacobs, Engineer Norm Wenck, Cole Loewen, Administrator Merle Anderson, and Assistant Administrator Dennis Loewen. Additional Attendance List is attached to these minutes.

Motion #12-6-1: Kampa, seconded by Risberg, made a motion to adopt the Agenda. All managers voted aye.

Assistant Administrator Loewen reviewed the current vandalism at the Swartout Fish Barrier and stop logs at the box culvert at the outlet of Swartout Lake.

Manager Wagner indicated that the water level on Cedar Lake is receding.

Kathy Jonsrud, Chair of the Cedar Lake Conservation Club, distributed and reviewed a handout that depicted a recent algae bloom on Cedar Lake.

Engineer Wenck explained that the algae bloom on Cedar Lake is a nitrogen-fixed algae.

Manager Wagner emphatically reminded everyone that there are three impaired lakes above Cedar Lake. The CRWD is doing nothing upstream of Cedar Lake and questioned why the Cedar Lake Upper Watershed is not as important as other areas of the watershed?

After additional comments and discussion, the CRWD Board of Managers took action.

Motion #12-6-2: Risberg, seconded by Wagner, made a motion for the CRWD to develop an effectiveness report for Project 06-1, develop a list of potential amendments to Project 06-1 including costs, and to prepare for a Public Hearing to amend Project 06-1. All managers voted aye.

Cedar Lake residents left the meeting at 8:34 pm.

Mike Mahoney, Lakes of Fairhaven Homeowners Association, explained to the CRWD Board of Managers that Thiel Creek, a trout stream that passes through the Lakes of Fairhaven Development, has experienced erosion, sedimentation, and meandering. Mr. Maho-

ney has been in contact with Greg Berg of the Stearns County Soil and Water Conservation District for assistance in addressing issues on the Creek. The CRWD Board of Managers encouraged Mr. Maho-

ney to continue working with Greg Berg and to keep us informed.

Lakes of Fairhaven residents left at 9:00 pm.

Motion #12-6-3: Kampa, seconded by Drewes, made a motion to adopt the Consent Agenda. All managers voted aye.

Motion #12-6-4: Wagner, seconded by Kampa, made a motion to pay bills, including 21 transactions for a total disbursement of $76,639.86. All managers voted aye.

Engineer Wenck distributed a June 2012 Kingston Wetland Restoration Project Feasibility Study.

Motion #12-6-5: Kampa, seconded by Risberg, made a motion to receive the 2012 Kingston Wetland Restoration Project Feasibility Study. All managers voted aye.

Assistant Administrator Loewen reviewed the partnership status of the CRWD and Stearns County Soil and Water Conservation District and Stearns County Environmental Services Department as it relates to submittals of biennial budget requests.

Cole Loewen distributed the Draft 2013 CRWD Budget.

Motion #12-6-6: Drewes, seconded by Risberg, made a motion to submit the CRWD biennial budget request to the Board of Water and Soil Resources. All managers voted aye.

Motion #12-6-7: Wagner, seconded by Kampa, made a motion to remove Art Bauer from the CRWD Advisory Committee. All managers voted aye.

Motion #12-6-8: Kampa, seconded by Risberg, made a motion to accept the Burkhardt and Burkhardt, Ltd contract for audit services of $8,100 for the 2012 CRWD Audit, $8,300 for the 2013 CRWD Audit, and $8,500 for the 2014 CRWD Audit. All managers voted aye.

Motion #12-6-9: Kampa, seconded by Risberg, made a motion to submit the 2011 CRWD Annual Report to the Board of Water and Soil Resources. All managers voted aye.

Motion #12-6-10: Kampa, seconded by Drewes, made a motion to adjourn. All managers voted aye.
