Chair Schiefelbein called the regular meeting to order at
7:00 p.m. Managers Dave Wagner, Mark Kampa, Ben Drewes, Jerry Risberg, and Bob Schiefelbein were present. Others in attendance were Engineer Wes Boll, Tom Bacon, Joe Jacobs, Cole Loewen, Administrator Merle Anderson, and Assistant Administrator Dennis Loewen.
Motion #12-4-1: Risberg, seconded by Drewes, made a motion to adopt the Agenda after adding presentation by Tom Bacon about zebra mussels, removing presentation by Jim and Anita Vossen, and adding bog levy examples. All managers voted aye.
Tom Bacon, president of the Clearwater Lake Property Owners Association, indicated that he is going to propose an incentive for residents of Clearwater Lake to have their docks and boat lifts decontaminated of zebra mussels and zebra mussel larvae. This incentive would be provided by the association. At a later time, Tom may be asking for a letter of support for this effort from the CRWD board of managers.
Mr. Bacon left the meeting at 7:14 p.m.
Motion #12-4-2: Kampa, seconded by Drewes, made a motion to adopt the Consent Agenda. All managers voted aye.
Motion #12-4-3: Wagner, seconded by Kampa, made a motion to pay bills, including 20 checks for a total disbursement of $416,252.82. All managers voted aye.
Engineer Boll, Wenck Associates Inc., distributed and reviewed Kimball Phase II Conceptual Map. The next step in this process will be completing the feasibility study of each component.
Assistant Administrator Loewen explained the Scotty Wylie erosion control effort that the Meeker County Soil and Water Conservation District and Meeker County Natural Resources Conservation Service have developed.
Motion #12-4-4: Drewes, seconded by Risberg, made a motion to authorize $5,000 Special Projects funds to augment the total cost of $65,000. All managers voted aye.
Draft bog levy examples and bog control policy were distributed and discussed.
Manager Drewes discussed no-wake zone draft ordinance language provided by Wright County. He will contact Stearns County Commissioners regarding this matter.
Assistant Administrator Loewen noted the following:
1. Clear Lake Property Owners Annual Meeting will be held April 14, 2012.
2. CRWD audit will be complete and reviewed at the CRWD May 2012 Work Session.
3. CRWD Advisory Committee will meet April 26, 2012.
Manager Kampa indicated that the Department of Natural Resources permit fee for milfoil treatment was returned and that Lake Augusta will be able to be treated with 2-4-D this year.
Joe Jacobs mentioned that the Wright County Coalition of Lakes will sponsor a training session on Aquatic Invasive Species on
May 5, 2012.
Cole Loewen reported that Commercial Fisherman Ken Seeman will require a 25 cents per pound incentive for rough fish removed from the CRWD fish trap.
