Prior to the meeting, David Gregersen and Pat Baynes requested information regarding the 1980 Operation and Maintenance Assessment. Assistant Administrator Loewen explained that the assessment is needed to refurbish and maintain the Kingston Wetland and to fund a fertilizer assistance program that began as the Tri-county Tillage Program.
Chair Schiefelbein called the regular meeting to order at 7:00 pm. Managers Dave Wagner, Jerry Risberg, Bob Schiefelbein, Roland Froyen, and Mark Kampa were present. Others in attendance were Meeker County Commissioner Wally Strand, Doug Kersten, Engineer Norm Wenck, Cole Loewen, Administrator Merle Anderson, and Assistant Administrator Dennis Loewen.
Motion #11-11-1: Kampa, seconded by Risberg, made a motion to adopt the Agenda. All managers voted aye.
Doug Kersten explained that the property his family owns that is included in the Lakes Louisa and Marie Aquatic Invasive Species (AIS) Assessment is not buildable nor was it included in the 1980 Chain of Lakes Project.
Motion #11-11-2: Froyen, seconded by Kampa, made a motion to remove Ida Kersten property, PID 217000074300 from the Lakes Louisa and Marie AIS Assessment. All managers voted aye.
Motion #11-11-3: Kampa, seconded by Wagner, made a motion to adopt the Consent Agenda. All managers voted aye.
Motion #11-11-4: Wagner, seconded by Risberg, to pay bills. All managers voted aye.
Assistant Administrator Loewen reviewed the following:
1. Assessment payments by Fund.
2. Kimball/Willow Creek Initiative.
3. Maintenance on Watkins Wetland Isolation Unit.
4. Segner Ponds Maintenance.
5. Status of Kingston Wetland Reimbursements.
6. District Project Fall Inspection.
7. Reminder of the MAWD Conference.
8. CRWD Brochures.
9. Conservation Corps MN Time Allotment.
Motion #11-11-5: Froyen, seconded by Kampa, made a motion to appoint manager Wagner as CRWD Delegate to the MAWD Conference. All managers voted aye.
Engineer Wenck and Assistant Administrator Loewen reviewed the Meeker County Technical Evaluation Panel comments as they relate to the proposed refurbishing of the Kingston Wetland and installation of the Cory Meierhofer V-notch Weir.
Engineer Wenck explained a proposal for a plan regarding the Cory Meierhofer V-notch Weir.
Motion #11-11-6: Kampa, seconded by Risberg, made a motion to authorize Wenck Associates, Inc. to prepare permit applications and preliminary design for the Cory Meierhofer V-notch Weir. All managers voted aye.
Assistant Administrator Loewen reviewed the Operation and Maintenance Assessments for the 1980 Project, Project 06-1, and Eurasian Milfoil Control Projects on Lakes Augusta and Clearwater.
Motion #11-11-7: Risberg, seconded by Froyen, made a motion to cancel the November 2011 and December 2011 Work Sessions and publish the appropriate notice. All managers voted aye.
Manager Kampa requested a cost estimate for changing the Eurasian Milfoil Project on Lake Augusta to an Aquatic Invasive Species Project.
Manager Wagner requested an update on the CRWD Website. Cole Loewen estimates that the website should be ready by November 25, 2011.
Motion #11-11-8: Kampa, seconded by Froyen, made a motion to adjourn. All managers voted aye.
