FBI arrests MS-13 gang member in St. Cloud

Donald E. Oswald, Special Agent in Charge of the Minneapolis FBI office, Thursday, June 9, announced the arrest of Carlos Maurico Lizama, 29, of Baltimore, Md. Lizama was wanted on state charges in the State of Maryland for his participation in a double homicide that occurred in Maryland on Jan. 8, 2006. A federal arrest warrant charging Lizama with Unlawful Flight to Avoid Prosecution was issued in May 2010. Also wanted for their participation in the double homicide are Victor Alfonso Arqueta and Carlos Flores Garcia. They are still at large.

During the early morning hours of Jan. 8, 2006, Lizama, Arqueta, and Garcia, members of the violent MS-13 street gang, are alleged to have murdered two members of the rival 18th Street Gang by stabbing the victims multiple times outside a club in South Baltimore, Md. Their whereabouts have been unknown since that time.

The FBI's Minnesota Fugitive Task Force began searching for Lizama in May 2011. Information was developed that Lizama was living in the Worthington, Minn. area. On June 8, 2011, FBI Agents developed information that Lizama, also using the name Carlos Morales, may be staying at his wife's apartment in Waite Park, Minn. Soon thereafter, law enforcement began a surveillance of the apartment and observed a man, believed to be Lizama, enter a green 1999 Chevy Venture. He was with a woman, believed to be his wife, and two children. The vehicle was followed to the drive-through area at the Wells Fargo Bank located at 200 33rd Avenue South in St. Cloud. There, officers from the Waite Park Police Department, the St. Cloud Police Department, the Stearns County Sheriff's Office, and FBI Agents arrested the fugitive. Lizama was not armed and he did not resist arrest.

Lizama is being held at the

Stearns County Jail pending extradition to Maryland on the state charges.

The Minnesota Fugitive Task Force is comprised of investigators from the Minneapolis Police Department, Hennepin County Sheriff's Office, and the FBI.

The charges in a federal criminal complaint are merely an accusation and defendants are presumed innocent until they are proven guilty.
