Arrest for felony stalking
Wednesday, March 9, the Meeker County Sheriff's Office arrested Joel Samuel Silva, 32 years old, of rural Maple Lake, on charges of felony stalking, possession of drug paraphernalia, and possession of marijuana in a motor vehicle. This arrest resulted from a series of incidents beginning in February of 2010.
A female victim from rural Dassel reported getting harassing phone calls, that over time escalated to heavy breathing and finally an explicit sexual photo. The calls were number restricted and traces came back to discarded track phones with what appeared to be random dialing of a large amount of numbers.
Through continued investigation, investigators were able to track the purchase of a cell phone used in these incidents to a Wal-Mart store in Buffalo. A photograph of the unknown purchaser was obtained and later identified by area law enforcement as Joel Samuel Silva.
Silva was unknown to the victim in Dassel. Joel Silva has a criminal conviction history of past harassment, stalking, and obscene phone calls dating back to 2003 in Wright, Ramsey, and Douglas Counties in Minnesota.
Joel Silva is currently being held in the Meeker County Jail on $40,000 unconditional bail, pending future court hearings.
Stolen Bobcat recovered
June 7, 2010, the Meeker County Sheriff's Office took a report of a burglary at 65391 Highway 24, Forrest City, in which a 1991 Bobcat Skid loader, model 743B, and other tools were stolen. The Bobcat was valued at $7,500.
During the investigation, numerous leads were followed along with a Crime Stoppers tip from a party that had specific information that led investigators to believe the Bobcat was in rural Hennepin County.
Thursday, March 3, while working with the Hennepin County Sheriff's Office about more information on a possible location, a search warrant was executed in the city of Corcoran.
During this search warrant, the stolen Bobcat from Meeker County was recovered and, Leonard William Brusletten, 42 years old, from Minnetonka, was arrested and booked into the Hennepin County Jail for possession of the stolen property.

New Kimball police 'squad car'
The new Kimball police vehicle is ready! By the time this paper is printed, the new "squad" will have its decals, lights, sirens, and equipment installed. You might spot it around town, but you might not recognize it. The current "squad" is a Dodge Durango. The new one? A Dodge Ram pickup truck. It will be black like the Durango, but it has more modern equipment and, well, it's a pickup.
Kimball Police blotter
During February, the Kimball Police had a total of 238 interactions in Kimball and 25 in Fair Haven. These included 40 extra patrols, 33 follow-ups, 29 business checks, 23 equipment violations, 23 bar checks, 21 speeding violations, 18 agency assists, 8 parking violations, 9 suspicious vehicle or person, 6 medical calls, 6 animal calls, 4 motorist assists, 3 insurance violations, 2 accidents, 2 alarms, 2 seatbelt violations, one assault/domestic, and 1 driver's license violation.
In all, there were 208 cases, 40 warnings, and 17 arrests or citations in the two towns.
The Safe Driving Class conducted by the Kimball Police (whereby part of a violator's record can be forgiven) had seven students in February.

Sunday, March 13
11:51 a.m. the Sheriff's Office dispatched Watkins Ambulance for Stearns County, to a medical at Powder Ridge, Kimball. Watkins Ambulance was canceled a short time later.
Saturday, March 12
12:09 a.m. the Sheriff's Office responded to a report of unsafe conditions, per the request of the MN State Patrol, in the area of MN Highway 15 and 345th Street, Kimball. The deputy, upon arrival, found Xcel Energy at the scene taking care of the issue.
6:16 a.m. the Sheriff's Office responded to a report of an abandoned vehicle on County State Aid Highway 2 near 330th Street, Watkins. A deputy found the vehicle to be a road hazard and it was towed from the scene.
6:51 p.m. the Sheriff's Office assisted the Howard Lake Police Department in locating an individual with a warrant at a residence in the Watkins Trailer Court, Watkins. The deputy located the individual, Gary Andrew Gueningsman, age 52, of Watkins, and he was arrested on a Wright County warrant for Theft.
Friday March 11
9:34 a.m. the Sheriff's Office took a report of possible child maltreatment in the Manannah area.
6:22 p.m. the Sheriff's Office assisted with a custody issue at a residence on 735th Avenue, South Haven. The deputy advised the individual of their options.
Wednesday, March 9
2:46 a.m. the Sheriff's Office assisted with unlocking a vehicle at a business on State Street North, Eden Valley.
3:20 a.m. the Sheriff's Office responded to a report of suspicious activity on State Street North, Eden Valley. Upon the deputy's arrival all was clear.
4:44 p.m. the Sheriff's Office received a cellular 9-1-1 hang up from an address on 305th Street, Kingston. A deputy responded and found everything to be okay.
Tuesday, March 8
12:58 a.m. the Sheriff's Office responded to a report of suspicious activity at a business on Central Avenue South, Watkins. A deputy found all to be okay.
9:44 a.m. the Sheriff's Office received a report of suspicious vehicles in the area of 355th Street and 650th Avenue, Watkins. Upon arrival of the deputy it was found that the parties were out hunting.
10:54 a.m. the Sheriff's Office dispatched Eden Valley Rescue and Watkins Ambulance to a medical at a residence on MN Highway 22, Eden Valley. One individual was transported to the St. Cloud Hospital.
11:31 a.m. the Sheriff's Office dispatched Gold Cross Ambulance to a medical at a residence on 350th Street, Kimball. One individual was transported to the St. Cloud Hospital.
5:08 p.m. the Sheriff's Office took a report of a custody issue at a residence on Church Street North, Eden Valley.
8:26 p.m. the Sheriff's Office issued a deer possession tag for a deer that was hit on County State Aid Highway 34, Eden Valley.
Monday, March 7
7:16 a.m. the Sheriff's Office responded to and dispatched Watkins Ambulance for a personal injury accident on MN Highway 22 near 380th Street, Eden Valley. The driver was treated at the scene.
8:56 a.m. the Sheriff's Office took a report of a theft at a residence on 667th Avenue, Watkins.
5:18 p.m. the Sheriff's Office responded to a dog complaint at a residence on Glenshire Boulevard North, Watkins. Upon arrival of the deputy the dog owners were advised of the complaint and the city ordinances.
