Manager Kampa called the regular meeting to order at 7 p.m. Managers Bob Schiefelbein, Mark Kampa, and Roland Froyen were present. Managers Jerry Risberg and Marvin Brunsell were absent. Others in attendance were Engineer Norm Wenck, Administrator Merle Anderson, Assistant Administrator Dennis Loewen, Wright County Commissioner Rose Thelen, and Meeker County Commissioner Wally Strand. Motion #09-02-1: Schiefelbein, seconded by Froyen, made a motion to adopt the Agenda. All managers voted aye. Motion #09-02-2: Schiefelbein, seconded by Froyen, made a motion to adopt the Consent Agenda. All managers voted aye. Motion #09-02-3: Schiefelbein, seconded by Froyen, made a motion to authorize manager and staff attendance at the April 18, 2009, CRWD display at the Annandale Expo. All managers voted aye. Motion #09-02-4: Froyen, seconded by Schiefelbein, made a motion to pay bills. All managers voted aye. Engineer Wenck distributed and explained Total Maximum Daily Load (TMDL) work sheets for each impaired body of water in the CRWD. These work sheets and accompanying Lake Betsy Hypolimnetic Withdrawal Memorandum and Hydro Engineering Pump information packet will be the basis for the February 25, 2009, TMDL implementation discussion. Assistant Administrator Loewen informed the Managers of snow melt entering a manhole on Clearwater Harbor Area Sanitary Sewer System. Motion #09-02-5: Froyen, seconded by Schiefelbein, made a motion to have Administrator Anderson and Assistant Administrator Loewen seek a solution to water overtopping manholes in the Clearwater Harbor Area Sanitary Sewer System. All managers voted aye. Engineer Wenck distributed and explained the proposed CRWD 2009 Water Quality Monitoring Plan. Motion #09-02-6: Froyen, seconded by Schiefelbein, made a motion to authorize stream monitoring as described in the CRWD 2009 Water Quality Monitoring Plan; also the purchase of a flow gauge and digital temperature/dissolve oxygen meter at a cost of $1,700. All managers voted aye. Administrator Anderson discussed the following: 1. Wastewater Discussion Task Force Member invitations. 2. Stream and lake monitoring to be conducted by Stearns County in the CRWD. 3. Corinna Township request for CRWD to organize Wastewater Discussion Task Force. 4. Tour of current CRWD wastewater treatment systems. 5. Status of Clear Lake South V-notch weir. 6. CRWD wastewater treatment system description. 7. CRWD wastewater treatment system monitoring and maintenance personnel protocol. Administrator Anderson indicated that many requests have been received for the CRWD to conduct a tour of the Cedar, Albion, Swartout, Henshaw Lakes Improvement Project, rain garden lakescaping, and erosion control examples. Anderson said that other ideas for CRWD educational activities are surely welcome and will be consider by the Board. Engineer Wenck distributed and explained the status of the dam on Clearwater River at the city of Clearwater and zebra mussels. Manager Froyen reported that today he and manager Schiefelbein visited with legislators at Saint Paul. Motion #09-02-7: Schiefelbein, seconded by Froyen, made a motion to adjourn.
