Meeting was called to order by Mayor, Tammy Konz at 7:00 p.m.
Pledge of Allegiance was recited Roll call: Mayor Tammy Konz, Council members, Joe Krippner, Eric Loewen, DuWayne Orbeck and Chris Jansky absent. Others present: Chris Jeppesen, Lisa Harter, Jim Frilstad, Paul Harvego, Kris O'Brien, Cathy Olson, Lynn Hokanson, Jean Matua, Jacqui DuBois and Tammy Weege. DuWayne Orbeck made a motion to accept the minutes from the January 20, 2009 Council meeting, seconded by Eric Loewen, motion carried, absent Jansky. Chris Jansky arrived at 7:03 p.m. Eric Loewen made a motion to pay the claims, seconded by Chris Jansky, motion carried Chris Jansky made a motion to approve the following consent agenda items, seconded by Eric Loewen, motion carried City Council and Historical Society meeting February 5, 2009 6:30 p.m. at City Hall Regular City Council Meeting February 17, 2009 7:00 p.m. (this is Tuesday due to President's Day holiday) City Council and Maine Prairie Township meeting February 19, 2009 7:00 p.m. at City Hall Cathy Olson and Kris O'Brien (Kimball Community Education) - They spoke to the Council about Grant Writing. They both will be attending a Grant Writing Conference in TN. They've been writing grants throughout the school year, they are getting ready to submit on to The CMAB for a Summer Arts in the Park (which would take place twice this summer (June & August) at Willow Creek Park). They request the City write a letter to go with the Grant. The deadline is February 11th. They also reported that they just received an Environmental Grant, Kris would like to attend a future City Council meeting with a few students from the school to see what the City does for clean-up day. Lisa Harter attended the City Council meeting and expressed her concern over a misunderstanding between her and the City Office. She had reserved the Willow Creek Shelter several months ago and due to the misunderstanding, she no longer would like to rent it for the day she reserved.
Jim Frilstad discussed his trip to VA. He said the Missing Children Conference was well put together and was worth the trip. He said they're getting busy and the PT officers are working out great. Joe Krippner made a motion to approve Ed Borman's vacation, seconded by Eric Loewen, motion carried Chris Jansky discussed the following He spoke with Melrose Telephone - he expressed concern to them to have the City of Kimball upgraded. He was told by Melrose Telephone they are looking to upgrade some cities this summer, if that goes well, they will look into implementing other cities they serve. They are willing to come to a City Council meeting to discuss what options they can offer the City. Joe Krippner discussed the web site for the City. He said he received an email from Kevin Ehlinger and they're going to get started on the web site soon. Joe will be in contact with the Company that set up our web site for the City. Proposals for Auditing Services were handed out to the Council. They looked over each proposal and agreed they would like some time to go over them and read them thoroughly. They will make a decision by the next Council meeting. Paul Harvego discussed TIF #3. He said he spoke to Ron Batty, Ron looked into if there was improvement done per the TIF agreement. Paul presented a draft agreement from Ron Batty to the Council. The developer agreement needs to be amended, so we can re-coop our admin costs first. Paul recommends the Council look over the drafted agreement that Ron created. Paul recommends the City speak with the developer and update them as to when payments will be made. Lynn Hokanson, Regional 12 Board Member attended the City Council meeting. He invited the Council to a reception for the MN Association of Small Cities at the State Capital, Wednesday February 4, 2009. He's hoping the LGA cuts will not be as bad as forecasted by the Governor. He also asked if the Council had anything that they would brought up at his upcoming meeting. The concrete at Magnus Johnson/Linden was discussed. With recommendation from our attorney, the City has no other option but to take legal action against the contractor. Joe Krippner made a motion to pursue legal action, seconded by Eric Loewen, those voting in favor, Krippner, Loewen, Jansky, those voting against, Orbeck
Tammy Konz informed the Council John Arnold called her and asked if the City would be interested in purchasing his building. Chris Crayford property was discussed. Heritage Park Development was discussed. Tammy Konz and Joe Krippner have been working on finalizing the Employee Handbook. There is an employee meeting Friday, February 13th at 11:30. DuWayne Orbeck made a motion to adjourn at 9:48 p.m., seconded by Chris Jansky, motion carried.
