Sheriff Jeff Norlin advises that on Monday night, Oct. 4, at about 10:04 p.m., the Meeker County Sheriff Office responded to a report of two suspicious persons in a vehicle on 3rd Street South in Grove City. Immediately upon the deputy's arrival, a man exited the vehicle and fled on foot, a woman was ordered to stay in the vehicle, and a short foot chase then followed. Upon catching the man, the deputy recognized him as Vernon Terry Surratt, 30 years old, of Waverly, who has multiple outstanding warrants, including one issued by the U.S. Marshal's Office for a probation violation related to a bank robbery.
Sheriff Norlin added that Surratt also has felony theft warrants out of Ramsey and Anoka Counties as well as a gross misdemeanor warrant out of Hennepin County for a dishonored check case. Sheriff Norlin also said, over one ounce of a substance that field-tested positive for methamphetamine was also recovered during this incident. Surratt was taken into custody on the warrants and faces additional charges of felony narcotics violation, fleeing on foot, and criminal damage to property for damaging a rear squad car window while in custody.
Sheriff Norlin also advised that the woman who was in the vehicle, Tammy Lynn Popoe, 35 years old, of Cosmos, was also arrested and taken into custody on felony narcotic violations. Both are being held in the Meeker County Jail pending a first court appearance and formal charges by the Meeker County Attorney's Office.
