Annandale Middle School, Annandale, Minn. Manager Brunsell called the regular meeting to order at 7 p.m. Managers Bob Schiefelbein, Mark Kampa, Marvin Brunsell, Jerry Risberg, and Dennis Loewen were present. Others in attendance were Engineer Norm Wenck, Administrator Merle Anderson, MPCA Staff Maggie Leach, Kelly Bergesch, Meeker County Commissioner Wally Strand, Teresa Miessen, and Jack Klein. Motion #08-05-1: Schiefelbein, seconded by Risberg, made a motion to adopt the agenda. All managers voted aye. Motion #08-05-2: Schiefelbein, seconded by Kampa, made a motion to approve the Consent Agenda with the correction of Motion #08-04-5 to say manager Kampa abstained from voting. All managers voted aye. Teresa Miessen, resident of Lake Augusta Channel, requested a clarification regarding the payment for cleanout of the Lake Augusta Channel by property owners. Administrator Anderson reviewed two letters dated Dec. 12, 2007 and April 16, 2008 that explained the fiscal policy to be carried out by the CRWD in relation to payment of the channel cleanout costs. The items outlined in the letters are as follows: 1. CRWD will act as fiscal agent for the Lake Augusta Channel
Cleanout. 2. Lake Augusta Property Owners Association and the CRWD will each contribute $2,000 of the
estimated $20,000 cost for the cleanout. 3. The property owners abutting the Lake Augusta Channel who have agreed to share in the costs of the cleanout will pay an amount equal to what has been indicated on their commitment letter. The individual property owner portion of the cost can be paid upfront or be assessed over a 10-year period, including a 6 percent annual interest rate. 4. The CRWD will pay the contractor based on the contract and at the direction of the property owners.
Teresa Miessen left the meeting at 7:15 p.m.
Motion #08-05-3: Risberg, seconded by Kampa, made a motion to pay bills. All managers voted aye. Kelly Bergesch left the meeting at 7:25 p.m.
Motion #08-05-4: Loewen, seconded by Risberg, made a motion to purchase three 3'x4' signs, at a cost of $122 each, to be placed on wooden posts at the Segner Ponds site. All managers voted aye. Engineer Norm Wenck has reviewed the Lake Louisa Hills Wastewater Treatment Plans and Specs.
Administrator Anderson continues to work with Tri-State Pump and Control, Inc. regarding surge protectors for Clearwater Harbor Wastewater Treatment System motors. Engineer Norm Wenck has provided Chip Welling, MN Department of Natural Resources with Clearwater Lake water quality goal documentation. Administrator Anderson explained plans for an early August CRWD tour that would include residents from Pleasant, Cedar, Clearwater, Caroline, Millpond, Marie, and Louisa Lakes, Advisory Committee members, secchi disk readers, and managers. Tour sites will include lakescaping, rain gardens, lakeshore management, and the Cedar, Albion, Swartout, Henshaw Water Quality Improvement Project. Manager Kampa reported that at the most recent Wright County Northwest Quadrant Comprehensive Planning Meeting, a presentation was received from Joe Jacobs, Wright County Soil & Water Conservation District. Administrator Anderson explained that Carp Busters and the MN Fish Bow Hunters, Association are interested in helping in assisting the CRWD in rough fish removal. Manager Kampa announced that Clearwater Township would hold a meeting on May 22, 2008 to discuss the impact of speedboats and jet skis on Nixon Lake.
Manager Kampa has seeded additional rye on the Lake Augusta Erosion Control Structure for soil erosion protection. Maggie Leach, MN Pollution Control Agency (MPCA), indicated that the work plan for five additional CRWD impaired lakes has been approved by regional MPCA staff and forwarded to the St. Paul office.
Maggie Leach also reported that Wright County Soil & Water Conservation District is working on 19 impaired lakes in Wright County. Jack Klein, resident of Lake Caroline, informed the Board that he will be attending CRWD meetings as a liaison from Caroline, Millpond, Marie, and Louisa Lakes (COLA). Administrator Anderson reviewed the following: 1. Fish barrier will be installed at the inlet of Swartout Lake after water levels lower. 2. Clear Lake has completed Curly Leaf Pondweed treatment on 144 acres. 3. Bog has been reported at 9362 Kramer Ave. NW. 4. Solar Bee solar powered aerators. 5. Minnesota Association of Watershed Districts Summer Tour will be June 19-21, 2008. Engineer Norm Wenck reviewed the 2008 Inspection Report that shows a $20,000 estimate of the cost to complete all necessary repairs. Motion #08-05-5: Kampa, seconded by Loewen, made a motion to accept the 2008 Inspection Report and request Engineer Wenck to secure quotes on all work items in the report. All managers voted aye. Motion #08-05-6: Schiefelbein, seconded by Loewen, made a motion to request Engineer Wenck to prepare a cost estimate for a narrated Power Point Slideshow representing activities and projects of the CRWD. All managers voted aye. Motion #08-05-7: Kampa, seconded by Loewen, made a motion to adjourn. All managers voted aye. These minutes are available at .
