Annandale Middle School, Annandale, Minn. Manager Loewen called the regular meeting to order at 7 p.m. Manager's Bob Schiefelbein, Mark Kampa, Jerry Risberg, and Dennis Loewen were present. Manager Marvin Brunsell was absent. Others in attendance were Kelly Bergesch, Norm Wenck, Administrator Merle Anderson, Wright County Commissioner Karla Heeter, Meeker County Commissioner Wally Strand, MPCA Staff Maggie Leach, Bernie Miller, Dave Wagner, Kevin Kolstad, and Carter Diers. Motion #08-02-1: Kampa, seconded by Risberg, made a motion to adopt the agenda. All managers voted aye. Motion #08-02-2: Kampa, seconded by Risberg, made a motion to approve the Consent Agenda. All managers voted aye. Engineer Norm Wenck circulated pictures taken of rough fish removal on Swartout Lake. Administrator Anderson estimated the rough fish removal amount at 30,000 lbs to 40,000 lbs. He asked the question, "Should the CRWD authorize another rough fish removal pull on Swartout Lake to be made by Commercial Fisherman Ken Seeman?" The Board agreed to consider this question after reviewing the finances. Motion #08-02-3: Risberg, seconded by Kampa, made a motion to authorize a change order in the amount of $1,924.50 to Reiner Construction for additional erosion control on Segner Ponds. All managers voted aye. Motion #08-02-4: Kampa, seconded by Risberg, made a motion to pay bills. All Managers voted aye.
Engineer Norm Wenck reviewed his Feb. 6, 2008 Technical Memorandum regarding Lake Louisa Hills Wastewater Treatment System outlining four conditions dealing with maintenance system deficiencies and outlots. Administrator Anderson indicated that the Minnesota Pollution Control Agency (MPCA) rules regarding cluster wastewater treatment systems dictate that if cluster systems are within one-half mile of each other and the cumulative flow is greater than 10,000 gallons per day, all of the systems must have an MPCA permit. Bernie Miller, Wastewater Consultant for Lake Louisa Hills Development, indicated that at least one option would be to have some lots in Lake Louisa Hills and the surrounding area be serviced by a cluster system and other lots be serviced by Individual Sewage Treatment Systems. Motion #08-02-5: Kampa, seconded by Risberg, made a motion to authorize acceptance of the low-pressure wastewater treatment collection and treatment system for Lake Louisa Hills 2nd Addition as proposed by the developer. This acceptance would be after startup of the sewer system, with the conditions outlined in Engineer Norm Wenck's Technical Memorandum dated Feb. 6, 2008. All managers voted aye. Administrator Anderson requested clarification of the interest rate charge for Delinquent Utility Bills. The rate is 8% APR. Kelly Bergesch will be providing information to the City of Annandale so that they can begin the billing process. Kelly Bergesch left the meeting at 7:50 p.m. Motion #08-02-6: Risberg, seconded by Kampa, made a motion to authorize another rough fish removal pull on Swartout Lake by Commercial Fisherman Ken Seeman. All managers voted aye. Engineer Norm Wenck provided a memorandum dated Feb. 13, 2008 regarding Wenck Associates, Inc. costs for development of the 2008 CRWD brochure. Motion #08-02-7: Kampa, seconded by Risberg, made a motion to authorize Wenck Associates, Inc. to develop a draft 2008 CRWD brochure. All managers voted aye. Motion #08-02-8: Schiefelbein, seconded by Kampa, made a motion to request comments from Engineer Norm Wenck regarding the stormwater plan for Lake Louisa Hills 2nd Addition. These comments are to be provided to Emmons Oliver Resources, Inc, Stearns County, and the CRWD. All managers voted aye.
Engineer Norm Wenck reviewed a Feb. 6, 2008 Technical Memorandum that summarizes phosphorus removal and costs associated with measures that have been put in place to replace the 1980 project aeration systems. Engineer Norm Wenck presented a Jan. 14, 2008 Memorandum proposing the 2008 Water Quality Monitoring Program.Motion #08-02-9: Kampa, seconded by Risberg, made a motion to authorize the 2008 Water Quality Monitoring Program at a cost not to exceed $20,200. All managers voted aye. Motion #08-02-10: Schiefelbein, seconded by Kampa, made a motion to change the CRWD March regular meeting date to Thursday, March 13, 2008. Administrator Anderson will put a notice in the newspapers. All managers voted aye. The April 12, 2008 Annandale Expo Work Schedule is as follows: 7:30-9:30 a.m. Schiefelbein/Loewen 9:30-11:30 a.m. Risberg/Anderson 11:30 a.m.-1:30 p.m. Brunsell/Kampa Motion #08-02-11: Kampa, seconded by Risberg, made a motion to adjourn.
