Annandale Middle School, Annandale, MinN. Manager Brunsell called the regular meeting to order at 7 p.m. Manager's Bob Schiefelbein, Mark Kampa, Jerry Risberg, Dennis Loewen, and Marvin Brunsell were present. Others in attendance were Kelly Bergesch, Norm Wenck, and MPCA Staff Maggie Leach. District Administrator Merle Anderson was absent. Motion #08-01-1: Loewen, seconded by Risberg, made a motion to adopt the agenda. All managers voted aye. Motion #08-01-2: Schiefelbein, seconded by Loewen, made a motion to approve the Consent Agenda after changing Manager Loewen's report of 12/12/2007 to read "Maine Prairie Township, Fairhaven Township, and the City of Kimball will be discussing doing their own planning and zoning". All managers voted aye. Motion #08-01-3: Risberg, seconded by Schiefelbein, made a motion to pay bills. All managers voted aye.
Engineer Norm Wenck has provided Pleasant, Cedar, and Augusta Lake Associations with maps and PID information. Manager Brunsell distributed Total Maximum Daily Load (TMDL) and account code information.
Kelly Bergesch left the meeting at 7:20 p.m.
Engineer Norm Wenck distributed and reviewed the 12/26/2007 Work Session Visioning information. Manager Brunsell and Engineer Norm Wenck distributed information and discussed the 1980 Project and phosphorus reduction in the CRWD. Motion #08-01-4: Schiefelbein, seconded by Loewen, made a motion to authorize signature on the MPCA Professional and Technical Services Contract to be known as TMDL Phase III. All managers voted aye. Engineer Norm Wenck distributed TMDL Phase II Addendum, 2007 Water Quality Report, 2007 Cedar Lake BMP Report, Watkins Wetland Treatment System South Evaluation, and Monthly Wastewater Treatment Flows. Motion #08-01-5: Schiefelbein, seconded by Loewen, made a motion to authorize manager and staff attendance at the January 24, 2008 Stearns County Shoreland and Erosion Training Seminar. All managers voted aye. MPCA Staff Maggie Leach described the USDA Conservation Innovation Grants and informed the Board of the upcoming application deadline. These grants require a 50/50 match. Motion #08-01-6: Loewen, seconded by Risberg, made a motion to authorize Manager Kampa to attend Wright County Northwest Quadrant planning meetings. All managers voted aye. Manager Risberg requested that records retention, late utility billings, and City of Annandale conducting CRWD utility billings be discussed at the upcoming CRWD Work Session. Manager Loewen reported that Stearns County is finalizing re-grading specifications for 155th Street in Maine Prairie Township. Motion #08-01-7: Loewen, seconded by Risberg, made a motion to adjourn.
