Board Chairman Brunsell called the regular meeting to order at 7 p.m. Managers Bob Schiefelbein, Mark Kampa, Roland Froyen, Marvin Brunsell, and Jerry Risberg were present. Others in attendance were Meeker County Commissioner Wally Strand, Engineer Norm Wenck, Wright County Commissioner Rose Thelen, Fairhaven Township Chairman Bob Spoden, Harlan Fruend, Cole Loewen, Administrator Merle Anderson, and Assistant Administrator Dennis Loewen.
Motion #10-11-1: Kampa, seconded by Risberg, made a motion to adopt the Agenda. All managers voted aye.
Motion #10-11-2: Kampa, seconded by Schiefelbein, made a motion to adopt the Consent Agenda. All managers voted aye.
Motion #10-11-3 Risberg, seconded by Schiefelbein, made a motion to pay bills. All managers voted aye.
Assistant Administrator Loewen reviewed the assessments for Lake Augusta milfoil, Clearwater Lake milfoil, 1980 Project maintenance, and Project 06-1 maintenance.
Motion #10-11-4: Schiefelbein, seconded by Risberg, made a motion to submit the assessment roll to the appropriate county auditor. All managers voted aye.
Engineer Wenck reviewed information regarding the outlet of Swartout Lake.
Assistant Administrator Loewen indicated that construction of the Willow Creek Stormwater Initiative is nearing completion. Mr. Loewen also indicated that 58 percent of the assessments have been prepaid.
Administrator Anderson reported that the meeting with partners to review the draft CRWD Watershed Management Plan brought positive responses from those in attendance. Comments received at the meeting and submitted electronically will be reviewed and incorporated into the plan where appropriate.
Motion #10-11-5: Froyen, seconded by Risberg, made a motion that the CRWD Board of Managers endorse recommendations two and three of the Wastewater Task Force that eliminates existing exemptions from the inspection and certification of subsurface sewage treatment systems when a property is sold or transferred to a family member or to a trust. Managers Froyen, Risberg, Kampa, and Brunsell voted aye. Manager Schiefelbein voted nay. The motion passed.
Harlan Fruend, resident of Restawhile Shores, presented a printed series of questions and requests on behalf of Jim Vossen for the CRWD to review and respond.
Mr. Fruend left the meeting at 7:57 p.m.
Managers and Bob Spoden reviewed and commented on the questions and requests presented by Mr. Fruend.
Mr. Spoden left the meeting at 8:17 p.m.
Engineer Wenck presented a project petition for cleanout of the Lake Augusta Channel. The petition has been reviewed by CRWD attorney, Stan Weinberger, and deemed to be an acceptable petition.
Motion #10-11-6: Froyen, seconded by Kampa, made a motion to accept the petition and follow the schedule of events in the petition. All managers voted aye.
Engineer Wenck presented and reviewed a technical memo that outlines the existing drainfield conditions for Clearwater Harbor and Hidden River Wastewater Treatment Systems.
Engineer Wenck distributed a memo from Engineer Rebecca Kluckhohn of Wenck Associates, Inc. regarding grant opportunities for the CRWD.
Assistant Administrator Loewen indicated that he will continue to pursue options for Phase II of the Willow Creek Stormwater Initiative.
Motion #10-11-7: Schiefelbein, seconded by Risberg, made a motion to authorize manager and staff attendance at the Minnesota Association of Watershed District's annual conference. All managers voted aye.
Motion #10-11-8: Froyen seconded by Schiefelbein, made a motion to cancel the November 24, 2010, CRWD Work Session meeting. All managers voted aye.
Administrator Anderson reported that the easement for the Cory Meierhofer weir installation has been sent to Mr. Meierhofer for his review and signature.
Administrator Anderson informed the Board of a recent request by residents of the Plum Creek drainage area of their interest to be included in a watershed district. Residents of that area will attend the December 8, 2010, CRWD regular meeting.
Motion #10-11-9: Froyen, seconded by Kampa, made a motion to authorize the appraiser's and engineer's reports for the Lake Augusta Channel cleanout project. All managers voted aye.
Cole Loewen presented insurance documents for Board Chairman Brunsell's signature.
Motion #10-11-10: Schiefelbein, seconded by Risberg made a motion to adjourn. All managers voted aye.
