Manager Brunsell called the regular meeting to order at 7 p.m. Manager's Bob Schiefelbein, Mark Kampa, Jerry Risberg, and Marvin Brunsell were present. Others in attendance were Norm Wenck, Administrator Merle Anderson, Assistant Administrator Dennis Loewen, Dave Wagner, Carter Diers, Tom Bacon, MPCA staff person Maggie Leach, Meeker County Commissioner Wally Strand, and Jack Klein. Motion #08-08-1: Kampa, seconded by Risberg, made a motion to adopt the agenda. All managers voted aye. Motion #08-08-2: Kampa, seconded by Schiefelbein, made a motion to approve the Consent Agenda. All managers voted aye. Carter Diers, Chair of the Cedar Lake Conservation Club indicated that Curlyleaf Pondweed Control was a high priority based on results of a recent visioning session conducted by the club. The CRWD and the Cedar Conservation Club will work together to seek funding should a Curlyleaf Pondweed treatment program begin on Cedar Lake. Tom Bacon, milfoil treatment applicator and resident of Clearwater Lake, requested that a 2009 special assessment for milfoil treatment on Clearwater Lake be proposed at $36,800. Tom Bacon left the meeting at 7:48 p.m. Jack Klein, resident of Lake Caroline, questioned why Lake Caroline was not on the current TMDL Impaired List. It was later determined that Lake Caroline is in fact listed and eligible for funding in the 2009 cycle. Administrator Anderson indicated to Jack Klein that his written comments regarding his Clearwater River and lake observations would be incorporated into the CRWD Water Quality Monitoring Program. Motion #08-08-3: Schiefelbein, seconded by Kampa, made a motion to pay bills. All managers voted aye. Engineer Norm Wenck explained his technical memorandum that related to proposed replacement reserve and O&M estimate for the District's wastewater systems. Engineer Norm Wenck explained that all of his reports could be saved for the District on disk. Administrator Anderson reported that 80 people attended the August 2, 2008 CRWD Tour of Lakescaping and the Cedar Lake Water Quality Improvement Project 06-1. Jack Klein left the meeting at 8:35 p.m. Administrator Anderson indicated that Stearns County has only received one application for the CRWD manager appointment position. The County Board will not appoint anyone until they have at least two applicants. Manager Kampa introduced discussion on aquatic plant management plan rule changes and estimated costs. Engineer Norm Wenck explained his technical memorandum with the same title. Dave Wagner and Carter Diers left the meeting at 8:45 p.m. Motion #08-08-4: Schiefelbein, seconded by Kampa, made a motion to establish September 10, 2008, 7pm, for the CRWD Proposed Budget and Assessment Public Hearing. The Hearing will be held at the Annandale Middle School Board Room. All managers voted aye. Manager Kampa announced that Wright County would soon be holding information meetings with people who own property in the proposed natural areas in the Northwest Quadrant of Wright County. Engineer Norm Wenck reviewed Change Order #2 for Project 06-1 that includes installation of a culvert, a limestone berm, and repair of the limestone diversion. Motion #08-08-5: Schiefelbein, seconded by Risberg, made a motion to authorize Change Order #2 for Project 06-1 in the amount of $5,336. All managers voted aye. Engineer Norm Wenck distributed TMDL phosphorus budgets for the Chain of Lakes. Engineer Norm Wenck informed the Board that all Hidden River Development septic tanks on the 2008 Schedule have been pumped. Manager Brunsell distributed and reviewed the 2009 Budget. Administrator Anderson reviewed the following: 1. Application to MAWD for Project of the Year Award. 2. Site visits to gain TMDL implementation input. 3. Tri-State Pump voltage check at Clearwater Harbor Sewer System. 4. Watkins ditch stabilization has been completed. 5. Clear Lake Ski Show on Saturday, August 16, 2008 at 3pm at the County Park. 6. Clear Lake Annual Meeting August 23, 2008 at noon at the Sportsmen's Park. 7. Need for a new Work Session meeting location. 8. Three Mile Creek trout stream improvement. 9. MN Conservation Corps lakescaping project at Donn Driver's at Lake Louisa. 10. Announced CRWD Advisory Committee meeting August 25, 2008, 6:30pm at the Annandale Middle School Board Room to discuss sedimentation on Clearwater Lake. Motion #08-08-6: Risberg, seconded by Kampa, made a motion to authorize repair of two Clearwater Harbor Wastewater Treatment pumps. All managers voted aye. Manager Kampa distributed a Wild Parsnip Information Brochure. Motion #08-08-7: Kampa, seconded by Risberg, made a motion to adjourn. All managers voted aye.
