7 P.M. Annandale Middle School, Annandale, Minn. Manager Brunsell called the regular meeting to order at 7:00pm. Manager's Bob Schiefelbein, Mark Kampa, Marvin Brunsell, Jerry Risberg, and Dennis Loewen were present. Others in attendance were Engineer Norm Wenck, Administrator Merle Anderson, MPCA Staff Maggie Leach, Kelly Bergesch, Kevin Kolstad, and Donn Driver. Motion #08-04-1: Risberg, seconded by Kampa, made a motion to adopt the agenda. All managers voted aye. Motion #08-04-2: Schiefelbein, seconded by Loewen, made a motion to approve the Consent Agenda. All managers voted aye. Motion #08-04-3: Schiefelbein, seconded by Loewen, made a motion to adopt the concept outlined in the Lake Louisa Hills Development Agreement, subject to minor word changes. All managers voted aye. Administrator Anderson informed the Board that a power surge occurred at Clearwater Harbor Sewer System requiring repair of one pump. Engineer Norm Wenck indicated that Total Maximum Daily Load (TMDL) Phase III has begun. Administrator Anderson distributed TMDL Phase III and Project 06-1 budgets. Motion #08-04-4: Kampa, seconded by Risberg, made a motion to pay bills. All managers voted aye. Kelly Bergesch will contact the City of Annandale to include on the CRWD utility billings which quarter and year the bill is for. Engineer Norm Wenck reported that inspection of the Annandale and Kingston wetlands is complete. The full report for all inspections will be available at the next regular CRWD meeting. Manager Kampa reported that the Wright County Northwest Quadrant Comprehensive Planning Committee received information regarding the value of native plants, parks, wildlife corridors, and public areas. Manager Loewen will provide information to the Board regarding a sign at the CRWD storage unit. Motion #08-04-5: Schiefelbein, seconded by Risberg, made a motion to require that residents affected by the Lake Augusta channel cleanout, must remit to the CRWD their portion of the total cost prior to the CRWD issuing checks to the contractor. All managers voted aye. Administrator Anderson reviewed the following: 1. First quarter utility billing has been completed by the City of Annandale. 2. Kuechle Underground will horizontally bore sewer pipe for the Annandale/Maple Lake Project along lakes and wetlands. 3. Residents have requested that the CRWD accept credit card payments for utility bills. 4. City of Kimball request for assistance for stormwater planning. 5. Project 06-1 update. Manager Kampa informed the Board that both Lake Augusta and Clearwater Lake have applied for DNR grant funds for milfoil treatment. Manager Risberg mentioned that a resident of Three Mile Creek is willing to help cleanup and enhance the trout stream. Motion #08-04-6: Kampa, seconded by Loewen, made a motion to adjourn.
