Chair Schiefelbein called the regular meeting to order at 7:00 p.m. Managers Dave Wagner, Jerry Risberg, and Bob Schiefelbein were present. Manager Mark Kampa was absent. Others in attendance were Meeker County Commissioner Wally Strand, Joe Jacobs, Gen Fruend, Jim and Anita Vossen, Ken Seeman, Wright County Commissioner Rose Thelen, Engineer Norm Wenck, Cole Loewen, Administrator Merle Anderson, and Assistant Administrator Dennis Loewen.
Motion #12-1-1: Risberg, seconded by Wagner, made a motion to adopt the Agenda. All managers voted aye.
Ken Seeman, Commercial Fisherman, provided the following costs for seining opportunities in 2012:
$2,000 per seine haul and an additional 25 cents per pound for rough fish that is unsaleable.
Ken Seeman left the meeting at 7:18 p.m.
Administrator Anderson presented the Guidelines for Maintenance and Operation of the Wastewater Treatment System and Sediment Ponds in Restawhile Shores Development.
Jim Vossen, resident of Restawhile Shores, indicated that he was very pleased with the Guidelines.
Motion #12-1-2: Risberg, seconded by Wagner, made a motion to adopt the Guidelines for Operation & Maintenance of the sewer system and sedimentation ponds at Restawhile Shores Development. All managers voted aye.

Gen Fruend and Jim and Anita Vossen left the meeting at
Motion #12-1-3: Wagner, seconded by Risberg, made a motion to adopt the Consent Agenda. All managers voted aye.
Motion #12-1-4: Wagner, seconded by Risberg, to pay bills. All managers voted aye.
Assistant Administrator Loewen distributed the 2011 Draft CRWD Annual Report and announced that the Meeker County Public Hearing for the Cory Meierhofer Notch Weir will be January 17, 2012, 10:40 a.m. at the Meeker County Courthouse.
Engineer Wenck distributed and reviewed the 2011 CRWD Water Quality Monitoring Report.
Joe Jacobs, Wright County Soil and Water Conservation District, indicated that his office will be working with the city of Annandale stormwater management.
Motion #12-1-5: Risberg, seconded by Wagner, made a motion to receive the 2011 CRWD Water Quality Monitoring Report. All managers voted aye.
Cole Loewen distributed the report that reflects the results of the recent strategic planning meeting conducted by CRWD managers and staff.
Engineer Wenck distributed and reviewed the 2012 CRWD Water Quality Monitoring Plan.
Assistant Administrator Loewen reviewed the following:
1. CRWD Advisory Committee will meet January 26, 2012.
2. Kingston Wetland maintenance is complete.
3. Meeker County floodplain meeting.
Manager Wagner announced that the Cedar Lake Earth, Wing, and Water event will be held
May 19, 2012.
Motion #12-1-6: Risberg, seconded by Wagner, made a motion to sign Upper Mississippi Work Order #C11/15/11-1. All managers voted aye.
Motion #12-1-7: Wagner, seconded by Risberg, made a motion to sign Upper Mississippi Work Order #C01/01/12-1. All managers voted aye.
Motion #12-1-8: Wagner, seconded by Risberg, made a motion to adjourn. All managers voted aye.
