CRWD Managers work session July 24

UNOFFICIAL MINUTES Clearwater River Watershed District 

Board of Managers Work Session JULY 24, 2013 - 7:00 PM Kimball City Hall, Kimball, MN

Chair Schiefelbein called the Work Session Meeting to order at 7:00 p.m. Managers Bob Schiefelbein, Mary Ellen Wells, Paul DeGree and Manager Jerry Risberg were present. Manager Mark Kampa was absent. Others in attendance were Kathy Jonsrud, Orv Jonsrud, Jeff Golden, Assistant Administrator Dennis Loewen, and Cole Loewen.

Motion #WS13-07-1: Risberg, seconded by DeGree, made a motion to adopt the Agenda with the addition of 2.5 – Vice-Chair to sign minutes in absence of Secretary. All managers voted aye.

Motion #WS13-07-2: Wells, seconded by DeGree, made a motion to have the vice-chair sign the June Regular Meeting and Work Session minutes in the absence of the secretary of the board. All managers voted aye.

The 2014 Preliminary Budget was discussed, with focus given on steps to improve the budgeting process going forward.

Motion #WS13-06-3: Wells, seconded by Risberg, made a motion to order a public hearing on September 11th, 2013 regarding the 2014 Proposed Budget, and to publish a notice of the same in the District’s official newspapers. All managers voted aye.

The Board reviewed the
June 24th, 2013 financial update.

Motion #WS13-07-4: Wells, seconded by Risberg, made a motion to pay bills of $7,271.77 in 11 payments, subject to audit. All managers voted aye.

Assistant Administrator Loewen gave an update on the 2013 District Watershed Tour. This year, the tour will be held on August 10th, 2013, from 7:30 a.m. –
11:30 p.m. The tour will start at Reichel’s Catering & Event Center in Annandale, MN, for breakfast, and then will shift to a bus tour of various District projects. Managers are encouraged to attend.

Assistant Administrator Loewen presented an update on the Cedar Watershed Protection & Improvement Project. Discussion was held regarding the purchase of property for the Old Highway 55 component, the need to set a public hearing date for the amendment of the Cedar, Albion, Swartout, Henshaw Project #06-1 (CASH P#06-1), and for Wenck Associates staff to survey the property for the Old Highway 55 component for design purposes.

Motion #WS13-07-5: Wells, seconded by DeGree, made a motion to order a public hearing on September 11th, 2013, regarding the proposed amending of the CASH P#06-1 to include the Cedar Watershed Protection & Improvement Project, and to publish a notice of the same in the District’s official newspapers, as well as send out notices to all affected property owners. All managers voted aye.

Motion #WS13-07-6: Risberg, seconded by DeGree, made a motion to accept offer to purchase the property of Peter & Marla Dubay for $49,325, PID #206-113-002010, for the purpose of constructing the Old Highway 55 component of the Cedar Watershed Protection & Improvement Project, contingent on acceptance by the Board of Managers at the public hearing on September 11th, 2013, to amend the CASH P#06-1 to include this project. All managers voted aye.

Motion #WS13-07-7: Wells, seconded by DeGree, made a motion to have Wenck Associates staff conduct a survey of Peter & Marla Dubay’s property, PID #206-113-002010 for the Cedar Watershed Protection & Restoration Project. All managers voted aye.

Kathy Jonsrud left the meeting at 7:57 p.m. 

Assistant Administrator Loewen presented an update on the Kimball Stormwater Phase II Project.

Assistant Administrator Loewen presented on the District’s Staff Report. Board indicated to use funds from the Clearwater River Chain of Lakes (1980) Restoration Project for the cost benefit memo on internal load strategies for Lake Augusta. Board also indicated their desire to have added to the Bylaws a line regarding absences and expectations of attendance of managers at board meetings. The bylaws revision will be on the agenda for the
August 14th, 2013, Regular Meeting of the Board of Managers.

Under discussion on CRWD Advisory Committee Assignments, Manager DeGree suggested a large laminated map of district projects would be a useful tool and could be made available for us by the Advisory Committee members.

Motion #WS13-07-8: Wells, seconded by Risberg, made a motion to adjourn. All managers voted aye.
