Election results were certified Nov. 14:
Mayor (4 years): Tammy Konz 245 votes, DuWayne Orbeck 103, write-in 1
Council (4 years, 2 seats): Paula Capes 225 votes, Eric Loewen 184, Jody Orbeck 119, Dustin Orbeck 78, write-ins 9
The city accepted the retirement/resignation of Steve Gohman from the Fire & Rescue Department, and approved the hiring of Richard St.Onge.
Kimball Days Committee is in search of a committee chair person and parade coordinator for next year.
Northland Securities has sold Kimball’s general obligation improvement bond of 2012 at $545,000 to the State Bank of Kimball, effective around
Dec. 11, 2012. This sum represents the $532,800 portion of the 2012 city water/sewer improvements project not covered by USDA, i.e., the city’s responsibility, plus costs related to the bond issue and registration. The State Bank of Kimball was the lowest bidder.
The council discussed burning pit permits (for recreational fires) that would require inspection, fees, and tickets issued to violators. No decision was made.
The council agreed to re-zone three parcels of property to Industrial I1; the parcels are on 135th Street west of Highway 15. Shannon Dahl, the owner, plans to use the land for public storage.
Kimball Police plans to hire Jason Spoden mid-December. He has been riding along with officers, and will complete three days of training at his own expense. The Fair Haven policing contract was approved for the coming year.
The council discussed the extensive work that has been done at Kim-Built Propane on Maus Drive, without the required permits or inspection. Despite repeated requests for specific documentation needed for permits, and ignoring several orders to cease and desist the work being done, work has continued including pouring concrete floors over uninspected plumbing. Because they plan to have food service, the Minnesota Department of Agriculture has strict codes and requirements that cannot now be inspected. The city’s attorney is in the process of seeking injunctive relief, filing affidavits and getting a court order to cease all work until the permit issue can be resolved. (This court order was served at Kim-Built Wednesday, Nov. 21.)
Winter parking restrictions are now in effect; in most cases, road construction will not be an adequate excuse for illegal parking.
Truth in Taxation hearing will be part of the Dec. 4 council meeting.
City Hall will be closed Monday, Dec. 24, and open from 8 a.m.-noon Monday, Dec. 31.
