CRWD Minutes Meeting Dec. 11, 2013

UNOFFICIAL MINUTES Clearwater River Watershed District Board of Managers Meeting December 11, 2013 - 7:00PM Annandale Middle School, Annandale, MN

Chair Schiefelbein called the regular meeting to order at 7:00 p.m. Managers Jeff Golden, Jerry Risberg, Paul DeGree, Mary Ellen Wells and Bob Schiefelbein were present. Also in attendance were Russ Anderson, Greg Bild, Jeff Hagg, Roger Halford, Rolf Hogan, Orv Jonsrud, Brandon Larkin, Jeremy Sivula, Jeff Westrum, Cole Loewen, Engineer Rebecca Kluckhohn, Attorney Stan Weinberger, Advisor Merle Anderson, and Administrator Dennis Loewen.

Motion #13-12-1: Wells, seconded by Risberg, moved to adopt the agenda. All managers voted aye.

Advisor Anderson gave a brief introduction for Attorney Weinberger. Weinberger informed the Board he would be retiring from legal practice at the end of the year, and thanked the Board for the strong working relationship. He also praised the Board for the work the District has accomplished during his tenure as District Attorney. Weinberger began working with the District in May of 1977.

UNOFFICIAL MINUTES Clearwater River Watershed District Board of Managers Meeting November 13, 2013 - 7:00 P.M. Annandale Middle School, Annandale, MN

Chair Schiefelbein called the regular meeting to order at 7:00 p.m. Managers Jerry Risberg, Paul DeGree, Mary Ellen Wells and Bob Schiefelbein were present. Also in attendance were Bill Arendt, Alex Evavold, Jack
Gleason, Jeff Golden, Theresa Hagg, Jeff Hagg, Roger Halford, Commissioner Christine Husom, Orv Jonsrud, Brandon Larkin, Jeremy Sivula, Jeff Westrum, Lori Westrum, Cole Loewen, Engineer Norm Wenck, and Administrator Dennis Loewen. Advisor Merle Anderson was excused.

Motion #13-11-1: DeGree, seconded by Wells, moved to adopt the agenda. All managers voted aye.

The Oath of Office was administered to Jeff Golden, who was newly appointed to the Board by the Wright County Board of Commissioners.

Motion #13-11-2: Risberg, seconded by DeGree, made a motion to elect manager Golden to the officer of Public Relations & Information. All managers voted aye.

Agenda item “Discussion on Clearwater Harbor” was moved up under presentations.

UNOFFICIAL MINUTES Clearwater River Watershed District Board of Managers Work Session OCTOBER 23, 2013 - 7:00PM Kimball City Hall, Kimball, MN

Chair Schiefelbein called the Work Session Meeting to order at 7:00 p.m. Managers Bob Schiefelbein, Mary Ellen Wells, Paul DeGree and Jerry Risberg were present. Others in attendance were Greg Bild, Jeff Hagg, Theresa Hagg, Brandon Larkin, Jeremy Sivula, Jeff Westrum, Lori Westrum, Jeff Golden, Cole Loewen, and Administrator Dennis Loewen.

Motion #WS13-10-1: DeGree, seconded by Risberg, made a motion to adopt the agenda. All managers voted aye.

Chair Schiefelbein opened the public hearing on delinquent utility accounts.

Administrator Loewen presented the list of current delinquent accounts for sewer systems the District owns and operates. Loewen also presented two requests to waive existing late fees and finance charges on 263 Baxter Rd. and 253 Battle Rd. These are properties on the Clearwater Harbor Sewer System.

Managers indicated for staff to review existing delinquent utility policy and make recommended changes at a future Board meeting that will assist staff in handling such requests going forward.
