UNOFFICIAL MINUTES Clearwater River Watershed District Board of Managers Meeting January 9, 2013, - 7:00 PM Annandale Middle School, Annandale, MN


Chair Schiefelbein called the regular meeting to order at 
7:00 p.m. Managers Jerry Risberg, Mark Kampa, Mary Ellen Wells and Bob Schiefelbein were present. Others in attendance were Jeff Golden, Orv Jonsrud, Norm Wenck, Assistant Administrator Dennis Loewen, Cole Loewen and Administrator Merle Anderson.


Motion #13-01-1: Risberg seconded by Kampa, made a motion to adopt the Agenda. All managers voted aye.
Motion #13-01-2: Kampa, seconded by Wells, made a motion to approve the Consent Agenda. All managers voted aye.
Motion #13-01-3: Wells, seconded by Kampa, made a motion to pay bills of $66,800.61 in 30 payments. All managers voted aye.
Motion #13-01-4: Wells, seconded by Risberg, made a motion to receive the January 9, 2013, financial report for which no claims had been submitted. All managers voted aye.
Motion #13-01-5: Risberg, seconded by Wells, made a motion to move $75,000.00 from checking to a one-year Certificate of Deposit at Watkins State Bank. All managers voted aye.

Engineer Norm Wenck and Assistant Administrator Loewen provided the following information regarding the Kingston Wetland.

1. The Department of Natural Resources and Corps of Engineers permits should be received soon.
2.  Fifteen contractors have been contacted regarding the anticipated construction work on the Kingston Wetland.
3. Five contractors have requested engineering plans.
4. Pre-bid meeting will be held January 17, 2013, at 1:00 p.m. at Wenck Associates office.
5. Bid close and opening will be held January 25, 2013, at 1:00 p.m. at Wenck Associates office.
6. CRWD Managers should meet at 4:00 p.m. January 25, 2013, at the CRWD office to consider awarding contract for bid.

Motion #13-01-6: Kampa, seconded by Risberg, made a motion to conduct a special CRWD Board of Managers meeting January 25, 2013, at 4:00 p.m. at the CRWD office. All managers voted aye.
Motion #13-01-7: Kampa, seconded by Wells, made a motion to authorize revision of the Easement Exhibit for the Kingston Wetland with involvement of Attorney Stan Weinberger. All managers voted aye.

Assistant Administrator Loewen reviewed the following:

1. Kimball School District Board will decide on January 17, 2013, of their involvement with the CRWD in the Kimball Storm Water Phase II effort.
2. Additional options for water quality improvement are being considered for the Kimball Phase II Storm Water effort.
3. Distributed Cedar Lake Watershed Protection and Improvement Project information.

Engineer Norm Wenck distributed and reviewed the 2012 CRWD Water Quality Monitoring Report.

Motion #13-01-8: Risberg, seconded by Kampa, made a motion to receive the 2012 CRWD Water Quality Monitoring Report. All managers voted aye.

Motion #13-01-9: Kampa, seconded by Wells, made a motion to adopt for the CRWD the 2013 Federal Mileage Reimbursement Rate. All managers voted aye.

Assistant Administrator Loewen presented the following:
1. CRWD Managers consider conducting a strategic planning session on the same day as the March 2013 Work Session.
2. Stearns County Shoreland Training will be held January 31, 2013.
3. Conservation Corps MN has awarded the CRWD 40 days of team work.
4. Septic check report is on file in the CRWD office.

Motion #13-01-10: Risberg, seconded by Kampa, made a motion to adjourn. All managers voted aye.
