UNOFFICIAL MINUTES Clearwater River Watershed District Board of Managers Meeting February 13, 2013 7:00 P.M.
Annandale Middle School, Annandale, MN
Chair Schiefelbein called the regular meeting to order at 7:00 p.m. Managers Mark Kampa and Bob Schiefelbein were present. Managers Jerry Risberg and Mary Ellen Wells were absent. A quorum was not present. Others in attendance were Wright County Commissioner Christine Husom, Jeff Golden, Orv Jonsrud, Kathy Jonsrud, Mike Hankee, Joe Jacobs, Engineer Rebecca Kluckhohn, Assistant Administrator Dennis Loewen, Cole Loewen and Administrator Merle Anderson.
The Agenda, January 9 and January 23, 2013, Minutes and the February 13, 2013, Financial Report of Receipts was reviewed.
Engineer Kluckhohn provided background information and distributed the calendar of events for activities in the Kingston Wetland.
Engineer Kluckhohn reviewed the bid tally sheet for the Kingston Wetland Construction.
Assistant Administrator Loewen reviewed his involvement in the Kingston Wetland Construction activities.
Cole Loewen indicated that the progress report for the Fertilizer Program has been sent to the Minnesota Pollution Control Agency and 8,800 acres have been enrolled in the program.
Engineer Kluckhohn reviewed the 2012 CRWD Water Quality Monitoring Report.
Cole Loewen stated that the contract and the work plan for the Cedar Lake Protection and Improvement Grant has been sent to the Minnesota Board of Water and Soil Resources.
Assistant Administrator Loewen distributed and read into the record a letter from Al Wolff. The letter requested that the CRWD meet with the residents of Swartout Lake to inform them of activities in and around Swartout Lake.
Assistant Administrator Loewen reviewed the following:
1. Wright County billing for special assessments and related items.
2. Wright SWCD will conduct a partnership meeting on
February 14, 2013.
3. CRWD to consider State of MN co-op purchasing opportunities.
4. Commercial Fisherman Ken Seeman is checking lakes for feasibility of seining.
5. Septic Check Monitoring Report is on file in the office.
Joe Jacobs, Wright SWCD staff, explained that an 80-percent reduction in Ortho Phosphorous was realized after the installation of a sand iron filter near Lake Martha.
Administrator Anderson indicated that Stearns County has received applications for the open manager position.
Cole Loewen reminded managers of the upcoming MN Association of Watershed Districts Legislative Breakfast.
Chair Schiefelbein adjourned the meeting.
